Swachh Survekshan League 2020: Swachh Bharat Abhiyan

It is the fifth annual sanitation survey conducted by the Ministry of Housing and Urban Affairs. Along with this, Swachh Survekshan 2020 Toolkit, SBM Water plus Protocol and Toolkit, Integrated Waste Management App – Swachh Nagar and Artificial Intelligence MSBM App were launched on the occasion.

Who Officially Launched Swachh Survekshan 2020 League

Sri Hardeep Singh Puri, Minister of State (independent charge) for Housing and Urban Affairs, launched the ‘Swachh Survekshan League 2020 (SSL 2020)’.

The launch of this program was being broadcasted live on the web so that its launch could be seen in all states and cities across the country. The program released a special Swachh Survekshan song featuring Kangana Ranaut, singer Kailash Kher and Monali Thakur.

On the occasion of this launch, Sri Durga Shankar Mishra, Secretary, Ministry of Housing and Urban Affairs, Director of mission and Joint secretary Sri V. Kumar, representatives from Jindal group and various local urban bodies were also present.

Main Objective of Swachh Survekshan League 2020

Speaking at the event, Mr. Puri said, “Earlier this year we have started the Swachh Survekshan League 2020 (SSL 2020) with the objective of maintaining the ground performance of cities with continuous monitoring of service level performance on cleanliness. Today’s event is to start the Swachh Survekshan 2020, whose field survey will be conducted in January 2020.

It is very important in this context because it gives us an opportunity to once again reaffirm our promise of a clean, garbage free and clean ‘new India’, not just keeping the receipts that we have of the Swachh Bharat Mission but providing a framework for institutionalizing the concept of complete sanitation in all our cities ”.

Mr. Durga Shankar Mishra, Secretary, Ministry of Housing and Urban Affairs, during his presentation on Swachh Survekshan 2020, mentioned that every year that clean survey was redesigned in a new way to ensure that it was focused on keeping up with changed behaviours. This process could be strengthened as much as possible. He also elaborated on the key central areas of Swachh Survekshan League 2020.

Swachh Survekshan League 2020: Key Central Areas

  1. Separately collect garbage and keep it till the processing site.
  2. Utilizing the capacity of wet waste processing facilities.
  3. Cleaning and reusing dirty water.
  4. Adhering to three principles: Reduce, Reuse, Recycling.
  5. Reducing the production of solid waste based on air pollution.
  6. Elevating the social status of informal waste pickers.
  7. Promoting attainment through Government e-Marketplace (GeM).
  8. Assessing Ganga cities separately to expedite action.
  9. Linking Technology Based Monitoring.


How Swachh Survekshan 2020 is different from Swachh Survekshan 2019

Mr. Mishra outlined the key points that make Swachh Survekshan 2020 different from Swachh Survekshan 2019. Furthermore, with a focus on continuity and sustainability, the Swachh Survekshan 2020 indicators, both quarterly and annual evaluations, have been the major focus on complete sewage sludge management and wastewater treatment, which this government announced in its election manifesto.

Reiterating its commitment to this task, the Ministry introduced the Water Plus Protocol and its accompanying toolkit. Moving from ODF, ODF + and ODF ++, the Water Plus protocol aims to provide guidelines for cities and towns to ensure that no untreated wastewater is discharged into the environment resulting in sustainability in the sanitation value chain.

This is in line with the government’s focus on water conservation and reuse under Jal Shakti Abhiyan and is in line with the Sustainable Development Goals on clean water and sanitation.

This toolkit provides a detailed Swachh Bharat Mission Water Plus protocol, as decided by the Ministry of Housing and Urban Affairs, as well as declaration formats that are to be obtained from various stakeholders who are part of the SBM Water plus Declaration and Certification process.

The Main Focus of Swachh Survekshan 2020

Swachh Survekshan 2020 will be operated from January 2020. The main thrust of Swachh Survekshan has always been on citizen engagement whether it is through citizen feedback or indicators related to citizen participation. Citizen-centric attention has been greatly increased this year through verification of the progress made by cities on cleanliness through direct responses from citizens.

Launching of Apps

The Ministry of Housing and Urban Affairs has also launched the Clean City Mobile App, with a major focus on providing integrated waste management measures to urban local bodies and citizens.

This app has many features such as tracking the garbage collection by urban local bodies through route and vehicle monitoring, informing citizens, submitting user fees online and having an effective grievance redressal mechanism.

Thus, this app will be the answer to many issues that come in the way of effective waste management such as lack of monitoring, collection of separate garbage and tracking of garbage vehicles and garbage pickers.


The program also introduced an MSBM app with Artificial Intelligence, a mobile app developed by the National Informatics Center (NIC) that uploaded photos using the Artificial Intelligence (AI) format in the backend.

This App helps identify beneficiary’s face and toilet seat. This app will not only allow applicants of Personal Household Toilets (IHHL) to know the status of their application under Swachh Bharat Mission-Urban in real time i.e. after uploading the photograph, but will also help them to upload the correct photo.

This app will also help the nodal officer of the concerned urban local body in the verification and approval of the application, thereby greatly reducing the process time for the applicants.

According to the Ministry, the cleanliness of cities and towns in the country will be evaluated quarterly; January-March 2019, April-June 2019, July-September 2019 and October-December 2019. The weight of each quarter will be 2000.

How will Swachh Survekshan 2020 Work?

It will be evaluated on the basis of the online monthly latest information (Management Information System-MIS) of Swachh Bharat Mission – Urban and the citizen verification of 12 service level progress indicators.

Together the two standards will determine the quarterly ranking of cities, which will be ranked in two categories. The first category will be of cities with a population of one lakh and above and the second category will be cities with less than one lakh population.

The Background of Swachh Survekshan

Taking a step towards encouraging cleanliness and to ensure better sanitation in cities, the Ministry of Housing and Urban Affairs conducted the ‘Swachh Survekshan-2016’ for the first time in January 2016. 73 cities were ranked under this.

After this, ‘Swachh Survekshan-2017’ was conducted during January-February 2017 under which 434 cities were ranked.

The third phase of the survey i.e. ‘Swachh Survekshan-2018’ was conducted on a large scale. Under this, 4203 cities and towns were surveyed, which was completed in a record period of 66 days. With this, it became the most comprehensive sanitation survey in the world so far, covering about 40 crore people.

The survey has been fully digitized through the online Management Information System (MIS). Data were collected based on 4 large sources such as progress at service level, direct observation, feedback from citizens and certification. Under the Progress at Service Level, various components were given weightage. Apart from this, a new component ‘sub rule’ was also added.

The Ministry of Housing and Urban Affairs has introduced an important component of ‘certification’ of cities. Recently, the Ministry of Housing and Urban Affairs officially has launched the ‘Swachh Survekshan 2020’, the fifth edition of the Annual Sanitation Survey of Urban India in New Delhi.

Just starting a campaign is not enough, the results matter. It is noteworthy that this survey will ensure a special focus on cleanliness of waste water and its reuse and standards related to sewage silt management. If the survey is conducted honestly there is no doubt that the reality will come on surface that what we have achieved in the field of cleanliness. The event was concluded with the Swachh Survekshan theme song. While Padma Sri Awardees Kailash Kher and Monali Thakur have lent their voice to the song titled ‘Swachhta Adhikar Hai’, National Film Award winning actress Kangana Ranaut has acted in this video.
